I am not sure of the all applications but is marked in underside with Chrysler 1938 and 1941, so assume it for model's years, maybe Desoto, Dodge, Plymouth. Has a couple factory blemishes on the chrome as shown in photo 8, tiny dots or bubbles, not pits, but.

This has a chain which is opened ended sticking out on the bottom as shown in photos. This is for the right hand side, windshield wiper transmission blades chrome head control gear or spindle part.
